Colombia
Colombia is the only South American country with both Caribbean and Pacific coastlines. The fourth-largest country in South America, it has a total area of 1,138,910 sq km (439,736 sq mi), including insular possessions, and extends 1,700 km (1,060 mi) NNW–SSE and 1,210 km (750 mi) NNE–SSW. Comparatively, the area occupied by Colombia is slightly less than three times the size of the state of Montana. Bordered on the N by the Caribbean Sea, on the NE by Venezuela, on the SE by Brazil, on the SW by Peru and Ecuador, on the W by the Pacific Ocean, and on the NW by Panama, the Colombian mainland is located entirely within the tropics. Its total boundary length is 6,004 km (3,731 mi). Its coastlines extend 3,208 km (1,993 mi). Also held by the Republic of Colombia (though claimed by Nicaragua) are the archipelago of San Andrés and Providencia in the Caribbean Sea, about 190 km (120 mi) off the coast of Nicaragua, and the islands of Malpelo, Gorgona, and Gorgonilla in the Pacific Ocean. Colombia also holds the uninhabited Caribbean islands of Quita Sueño Bank, Roncador Cay, and Serrana Bank, to which the US renounced all rights under the Treaty of Quita Sueño, ratified by the US Senate in July 1981; Nicaragua also disputes this claim. Colombia has a dispute with Venezuela over maritime rights in the Gulf of Venezuela. Negotiations have been going on unsuccessfully since 1970, and in August 1987, a Colombian naval vessel entered the disputed region in an apparent attempt to make Venezuela more responsive.
Colombia Import Rules
Import of used vehicles is prohibited. Catalytic converters required on all new and imported vehicles since 1 January 1995. Light‐duty petrol vehicles must conform to emissions standards roughly equivalent to that of USEPA 1987 standards. New vehicles must comply with Euro 1; heavy‐duty diesel vehicles must comply with equivalent of USEPA 1994 standards for buses and 1991 standards for other vehicles. New buses must comply with Euro 2, other new heavy duty vehicles with Euro 1.
Items previously prohibited are now permitted under license. However, no import licenses are approved for used automotive vehicles of any kind, used parts and accessories for tractors and automotive vehicles, or used tires, which in practice are all considered as prohibited items for import into Colombia.

Colombia, Venezuela and Ecuador Common Auto Policy also called Andean Automotive Policy
Tariffs: In September 1993, Colombia, Venezuela, and Ecuador agreed to adopt a common automotive policy, which became effective on January 1, 1994 (also known as the Complementary Convention in the Automotive Sector and/or Andean Automotive Policy). This policy established common external automotive tariffs of 35 percent for automobiles and CKD kits, 15 percent for trucks and buses (10 percent for Ecuador), and a concessional rate of 3 percent for CKD kits available to assemblers participating in the regional/local content scheme (see below).
Taxes: VAT is assessed on the C.I.F. value plus applicable duties
- Four-wheel-drive vehicles (20 percent)
- All other cars (35 percent); unless the C.I.F. value plus tariff is greater than or equal to US $35,000, in which case the VAT is 45 percent
- Ambulances and hearses (14 percent)
Other Measures:• There are no limitations on the types of models imported, and no special import permits are required. However, imported vehicles must be registered with the Colombian government prior to shipment. Local assemblers are free to assemble vehicles of any model and are also allowed to import vehicles. Since January 1, 1994, Colombia has required gas emission/evaporation control systems (to reduce gasoline tank and carburetor emissions) and a gas emission control system or positive ventilation valve (to control crankcase gas emissions) on all gasoline engine motor vehicles imported into or assembled in Colombia. Since January 1, 1995, Colombia has required catalytic converters to be installed on imported and locally produced vehicles.
Regional/Local Content: Under the 1994 agreement, a regional/local content scheme was established for a five-year period so that vehicles and parts could be traded amongst all three countries duty-free. For example, the 1995-97 minimum requirement was set at 30 percent for automotive parts and passenger vehicles with a capacity of up to 16 persons and merchandise transport vehicles of a total weight of 4.5 tons (Category 1), and at 15 percent for other types of vehicles (Category 2). To enjoy the privilege of importing CKD material with a 3 percent import duty, assemblers must incorporate local content as follows: Category 1: 30 percent in 1995, 31 percent in 1997, and 32 percent in 1997. Category 2: 15 percent in 1995, 16 percent in 1997, and 17 percent in 1997. By January 1998, these rates rose to 33 and 18 percent, respectively. This Andean Automotive Program was under review by the concerned Governments for the 5-year period (1999-2004), and, despite WTO implications, it appears that the regional content rules will gradually be adjusted upwards. Based on current information we understand that the regional content requirement in 2000 was 24.8 percent, and will increase to 34.7 percent by 2009.
Import Restrictions: The 1994 common policy prohibits imports from other countries of used cars, trucks, and buses, as well as new vehicles from previous years. It also bans trade in these vehicles among the member nations
Import Climate
Colombia has signed several multilateral and bilateral free trade agreements. The most important of these are: a) the Andean Community (ANCOM) with Venezuela, Ecuador, and Bolivia (Peru withdrew in April 1997); b) the Latin American Integration Association (LAIA) with Argentina, Brazil, Mexico, Chile, Paraguay, Uruguay, El Salvador, Costa Rica, Guatemala, Nicaragua, Honduras and Cuba, which was later renegotiated country by country on a bilateral basis; c) the G-3 (Colombia, Mexico, and Venezuela); and d) the Colombia-Chile bilateral agreements. Full implementation will take several years, but once achieved, would give Colombia access to a free market of over 200 million people. Colombia has also requested admission to NAFTA.
Under the ANCOM agreement, the signatory countries must assign a common external tariff (CET) for imports coming from third countries and, at the same time, eliminate duties for products manufactured and traded within the region. There are four tariff levels in the CET: 5, 10, 15, and 20 percent. As these member countries grow and modernize, foreign firms may consider the expanded ANCOM market attractive enough to initiate local production for the regional market.
Due to a number of integration agreements with various countries, a complex system of tariffs are applied according to the different treaties. The prior import-licensing requirement has been virtually eliminated. Approximately 97 percent of the 5,162 items in the Colombian Harmonized Tariff Schedule are now on the free import list (i.e., no license required). Import prices are now undergoing closer scrutiny (for duty collection purposes), as is the entry of foreign currency. U.S. dollars can be exchanged freely through banks and financial corporations.
Tariffs: Import duties are ad valorem and are assessed on the CIF value of shipments. Colombia's tariffs conform to the 5-20 percent Common External Tariff (CET) in effect for the Andean Community. Government entities are no longer exempt from import duties.
Special taxes, fees and/or surcharges: Most imports of consumer goods, consumer electronics, and apparel (in addition to a 15 percent estimate for freight and insurance FOB costs), are subject to a 1.2 percent surcharge on the FOB value of products for a so-called "Customs Services Fund" which was introduced recently under Article 56 of Law 633 of December 29, 2000.
VAT: A 16 percent VAT (value-added tax) is levied on the CIF duty-paid value of imports, with only a few exceptions.
