Guyana
Situated on the northeast coast of South America, Guyana is the third-smallest country on the continent, with an area of 214,970 sq km (83,000 sq mi), extending 807 km (501 mi) N–S and 436 km (271 mi) E–W, including disputed areas. Comparatively, the area occupied by Guyana is slightly smaller than the state of Idaho. Bounded on the N by the Atlantic Ocean, on the E by Suriname, on the S and S-W by Brazil, and on the NW by Venezuela, Guyana has a total boundary length of 2,921 km (1,815 mi) of which 459 km (285 mi) is coastline.
In 1989 Guyana launched an Economic Recovery Program, which marked a reversal from a socialist economy toward a more open, free market system. Results through the first decade have been encouraging. There has also been a drop in the inflation rate (5.5% 1999 estimate). The transportation system is inadequate and poorly maintained. The coastal plain is home to 90% of the population.
Guyana Car Import Rules
Guyana is a Right Hand Drive country. There seems to be no restriction on import of new and used vehicles. All vehicles are imported and subject to import duties of as much as 150% of the vehicle's CIF value. Duty is lower on vehicles less than four years old and the four years are counted from the registration date of the vehicle. So in May of 2011 you can import in vehicles that are at least May 2007. Import duty on Extra Cab is lower than Double Cab so it is no surprise that the majority of vehicles heading to Guyana are Extra Cab 4x4 vehicles older than four years old.

Since the cost of new vehicles is unaffordable for most citizens and labor costs for repair are relatively low, cars and trucks last much longer than in developed countries. Vehicles are frequently driven on poor roads and in harsh climate conditions.
Guyana is a part of CARICOM Caribbean Community and Common Market (CARICOM):
Member states: Antigua & Barbuda, The Bahamas (member of the Community, not the Common Market), Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, St. Kitts-Nevis, St. Lucia, St. Vincent and the Grenadines, and Trinidad & Tobago; associate members: B.V.I. and the Turks and Caicos;
Observers: Anguilla, Dominican Republic, Netherlands Antilles, Puerto Rico, Suriname, and Venezuela.
On June 30, 1993, most member states reduced the automobile tariff from 45 percent to 35 percent. The Bahamas, Montserrat, St Kitts-Nevis and Antigua and Barbuda did not adopt the tariff reduction. The Community were supposed to reduce this rate to 20 percent by 1998, with truck tariffs remaining at 10 percent. It is unclear which members actually adopted this change. Belize will implement all tariff reductions two years behind other members, and the Bahamas will continue to maintain its own tariff schedule of 50 percent for automobiles. Customs surcharges, stamp taxes, and consumption taxes vary between countries, but most fall within the 40 to 100 percent range. A Remigrant can bring in a vehicle at low discount
A remigrant, who is 18 years of age and over, is allowed duty free concessions on one motor vehicle as follows:-
1. On a motor car up to 2,000 in engine cylindrical capacity (cc) - subject to payment of the 5% customs duty.
2. On a motor car with engine cylindrical capacity exceeding 2,000 - subject to payment of the pro-rated customs duty, consumption tax and purchase tax on the excess of engine cylindrical capacity over 2000. (This means that if a remigrant is importing a 3,000 cc motor car, a remission of all three taxes is granted on the 2,000 cc and payment of all three taxes would have to be made on the excess 1000 cc).
3. On vans and 4x4 vehicles, such as jeeps and pick-ups, up to 4,5000 cc - subject to payment of the 5% customs duty.
IMPORTANT NOTE
No concessions would be granted on trucks and on vehicles exceeding 4500 cc, except in the case of motor cars which enjoy partial concessions as stated.
PROCEDURES TO FOLLOW WHEN CLEARING PERSONAL AND HOUSEHOLD EFFECTS AND VEHICLES
Upon receipt of the remission letters issued by the Secretary to the Treasury relative to the clearing of personal and household effects and a vehicle by the remigrant, the undermentioned procedures must be adhered to before the clearance of goods could be effected.
The remigrant should contact a licensed customs broker (see Appendix VII for list of customs brokers in Guyana) to have his/her customs entry document prepared. It is advised that the remigrant should have the following documents in his/her possession:
- Certificate of registration of vehicle.
- Bill of lading or delivery order.
- Evidence of value, if any, of vehicle.
- Letter from Secretary to the Treasury.
The remigrant should proceed to the appropriate transit shed/wharf for the purpose of having his/her personal and household effects and vehicle examined to ascertain the quantity and value of goods imported. A valuation letter from an authorized local agent (e.g. Beharry Automotive is the local agent for Toyota vehicles) is required to assist in arriving at the cost, insurance and freight (CIF) values of the vehicle.
After carrying out the above mentioned examination, the entry document should be returned to the customs broker who would then fill out the duty paid section of the document. The entry document along with valuation letter, bill of lading or delivery order and certificate of registration must be taken and lodged at the receiving window of the Customs and Excise Department, which is located at 34 Main Street, South Cummingsburg, Georgetown. A reference number would be issued. If the consignment is made up of personal and household effects, the documents should be taken to the Entry Processing Unit. On the other hand, if the consignment includes a vehicle, the documents should be taken to the Valuation Section to ascertain the correct computed CIF value of the vehicle and personal and households effects.
After these formalities have been completed, the entry document should then be taken to the cashier where the concessional duties would be paid. The entry document would be returned to the importer who takes it to the transit shed/wharf to effect the delivery of the goods.
